DETAILED PERSONNEL QUALIFICATION

1. Resident Engineer (2 Positions):

1. Qualification:
   • The Resident Engineer shall be a civil engineer with a recognized university degree in Civil Engineering or equivalent; and
   • He/She should be registered/accredited by a relevant official body in any country such that the Engineer’s Board of Kenya, upon application, will be able to attest to the accreditation and grant correspondent local accreditation as a professional engineer.
2. General Professional Experience:
   • Minimum of fifteen (15) years post-registration experience.
3. Specific Professional Experience:
   • The Resident Engineer shall have served in a similar role on a long-term basis on at least three (3) previous completed road construction supervision assignments of similar scope where the work’s value was at least USD 50 million for each assignment; and
   • Fluency in both written and spoken English is essential.

2. Pavement/Materials Engineer (2 Positions):

1. Qualification:
   1. The Pavement/Materials Engineer shall be a civil engineer with a recognized university degree in Civil Engineering or equivalent; and
   2. He/She should be registered/accredited by a relevant official body in any country such that the Engineer’s Board of Kenya, upon application, will be able to attest to the accreditation and grant correspondent local accreditation as a professional engineer.
2. General Professional Experience:
   • Minimum of twelve (12) years post-graduation experience.
3. Specific Professional Experience:
   • The Pavement/Materials Engineer shall have served in a similar role on a long-term basis on at least two (2) previous completed road design or road construction supervision assignments where the value of the works designed or supervised was at least USD 50 million for each assignment;
   • The Pavement/Materials Engineer shall be conversant with Superpave pavement design and control procedures; and
   • Fluency in both written and spoken English is essential.

3. DRE/Highway Engineer (2 Positions):

1. Qualification:
   • The Highway Engineer shall be a civil engineer with a recognized university degree in Civil Engineering or equivalent; and
   • He/she should be registered/accredited by a relevant official body in any country such that the Engineer’s Board of Kenya, upon application, will be able to attest to the accreditation and grant correspondent local accreditation as a professional engineer.
2. General Professional Experience:
   • Minimum of twelve (12) years post-graduation experience.
3. Specific Professional Experience:
4. • The Highway Design Engineer shall have served in a similar role on a long-term basis on at least two (2) previous completed road design or road construction supervision assignments where the value of the works designed or supervised was at least USD 30 million for each assignment;
   • The Highway Engineer shall be proficient in at least one modern highway design software package: and
   • Fluency in both written and spoken English is essential.

4. Measurement Engineer (2 Positions):

1. Qualification:
   • The Measurement Engineer shall be a civil engineer with a recognized university degree in Civil Engineering or equivalent: and
   • He/she should be registered/accredited by a relevant official body in any country such that the Engineer’s Board of Kenya, upon application, will be able to attest to the accreditation and grant correspondent local accreditation as a professional engineer.
2. General Professional Experience:
   • Minimum of nine (9) years post-graduation experience.
3. Specific Professional Experience:
   • The Measurement Engineer shall have served in a similar role or as a highway engineer on a long-term basis on at least two (2) previous completed road design or road construction supervision assignments where the value of the works designed or supervised was at least USD 30 million for each assignment; and.
   • Fluency in both written and spoken English is essential.

5. Structural/Bridge Engineer (1 Position):

1. Qualification:
   • The Structural/Bridge Engineer shall be a civil engineer with a recognized university degree in Civil Engineering or equivalent; and a
   • He/she should be registered/accredited by a relevant official body in any country such that the Engineer’s Board of Kenya, upon application, will be able to attest to the accreditation and grant correspondent local accreditation as a professional engineer.
2. General Professional Experience:
   • Minimum of nine (9) years post-graduation experience.
3. Specific Professional Experience:
   • The Structural/Bridge shall have served in a similar role on a long-term basis on at least three (3) previous completed road design or road construction supervision assignments where bridge spans of at least 75m were designed and/or built; and
   • Fluency in both written and spoken English is essential.

6. Senior Surveyor (2 Positions):

1. Qualification:
   • The Senior Surveyor shall have a university degree in land surveying or equivalent; and
   • He/she should be registered/accredited by a relevant official body in any country such that the Institute of Surveyors of Kenya, upon application, will be able to attest the accreditation and grant correspondent local accreditation as a Registered Surveyor.
2. General Professional Experience:
   • Minimum of twelve (12) years post-graduation experience.
3. Specific Professional Experience:
   • The Senior Surveyor shall have served in a similar role on at least four (4) previous completed road design or construction supervision assignments where the value of road works was at least USD 30 million for each assignment; and
   • Fluency in both written and spoken English is essential.

7. ICT Expert (Fiber Optic Civil Works supervision) (1 Position):

1. Qualification:
   • The ICT expert for fiber optic civil works supervision shall have a recognized university degree in Civil Engineering or any other related discipline;
   • The ICT expert shall be registered with the relevant professional bodies; and
   • Proficient in analytical methods and the Microsoft Office suite of programs (Word, Excel, Outlook).
2. General Professional Experience:
   • Minimum of 5 years Postgraduation experience.
3. Specific Professional Experience:
   • 3 Years of proven relevant work experience in supervision of outside plant (OSP) and Inside Plant (ISP) Fiber installations.
   • Should have worked experience reading and interpreting optic Fiber designs and topology.

8. RESIDENT ENGINEERS (5 NO)
General Professional Qualifications & Professional Experience
 a) Must possess a university Degree in BSc. (Civil Engineering) or equivalent;
 b) Registered with the Engineers Board of Kenya as a professional engineer; and
 c) Minimum of 10 years of experience in water supply/structural infrastructure with
expertise in designing and overseeing implementation of dam/sub-surface
dams/sand dams/structural engineering projects.
