Scope Of Service
Consulting Services for Construction Supervision of Upgrading of the Wajir-Tarbaj (57 Km) & Tarbaj – Kotulo (64 Km) A13 Road Sections and Civil Works Associated with Installing a Fibre Optic Cable along Samatar – Wajir-Tarbaj -Kotulo A13 Road Section (188 Km).
Financing
The Project is financed by GoK in collaboration with World Bank (WB) through International Development Association (IDA). The project is part of the Bank’s Horn Of Africa Gateway Development Project (HOAGDP). The Broad goal of the HoAGDB is to enhance connectivity between Kenya, Somalia and Ethiopia and improve the movement of people and goods and digital connectivity and access to social services to communities along the Road Corridor.
Project Location
The project road is currently classified as A13 under the new road classification by Ministry of Roads and Transport and forms part of the national trunk route from Isiolo to Modogashe to Wajir to Rhamu and ends at Mandera town at the Kenya/Somali border.
The project is split into two Lots. For implementation purpose the corresponding Works Contracts have been awarded to two Contractors. The following are the locations of the two lots.

Lot 1
The project road Wajir – Kotulo (A13) road is located in Wajir County of the North Eastern region of Kenya extending to the Mandera County border. The road forms part of the national trunk route from Isiolo to Modogashe to Wajir to Rhamu and ends at Mandera town at the Kenya/Somali border. The project road under contract Lot 1 Wajir– Tarbaj road km 0+000 to km 55+000 and Tarbaj Spur Road 1.8km, making a total of 56.8km.

Lot 2
The project road Wajir – Kotulo (A13) road is located in Wajir County of the North Eastern region of Kenya extending to the Mandera County border. The road forms part of the national trunk route from Isiolo to Modogashe to Wajir to Rhamu and ends at Mandera town at the Kenya/Somali border. The project for upgrading of Contract Lot 2 Tarbaj – Kotulo Mandera road: km 55+000 – km 119+000, making at total of 64km.
Project Benefits
Project Development Objective aims to Improve
(a) The movement of people and goods and digital connectivity and access to social services to communities at designated locations along the targeted sections of the Isiolo-Mandera Regional Road Corridor; and
(b) The capacity of selected transport related institutions in Kenya.
(c) Security by allowing fast deployment of security personnel during construction and to intensify economic activity that will discourage conflict and banditry
